The Ombudsman against Discrimination on grounds of Sexual Orientation has ceased to exist. On 1 January 2009 the Ombudsman was merged with the other Ombudsmen against discrimination into a new body: the Swedish Equality Ombudsman. The previously existing acts against discrimination were also replaced with a new Discrimination Act. Some of the material on this website may therefore be out of date. Homophobia
What is homophobia
Homophobia is an ideology, a perception or a conscious value whereby an individual, group or society expresses a strong negative view of homosexuality, or of gay, lesbian and bisexual people. Homophobic attitudes conflict with the principle of equality in dignity rights and for all human beings.

The concept of homophobia came in use in the beginning of 1970s. Back then it was defined as an irrational, illogical, exaggerated or persistent fear of homosexuality, thereby placing it in a context of psychiatric diagnoses such as agoraphobia, claustrophobia, etc. The concept has changed over years, and thereby has come to be compared with xenophobia i.e. fear of or hostility towards strangers, which is not necessarily a pathological state of mind.

Homosexuals as group are subjected to hate, threats and violence. In Chapter 16, Section 8, of the Swedish Penal Code (1962:700) about Incitement to hatred against a population group, the legal meaning has been expanded, and also applies to sexual orientation. The Ombudsman actively takes part counteracting hate crimes and develops the support for the crime victim.

In the Case Law section, the Ombudsman presents a selection of case summaries dealing with homophobic crime, but also other cases which are related to the field of sexual orientation discrimination.
